The easiest way to see which of your pet owners have an active membership but is not on auto renew you can go to paw metrics on the left hand side>search for the Membership Details report.
Using the membership type filed you can filter to just your monthly or annual membership.
Then you can click on the column and wording of Auto Renewal. This will sort the list from people who have auto renew on and those who don't (If you click this twice it will sort this list again in the opposite order).
Clicking on the pet owner name will take you to the pet owner profile where you can see if there was a reason they are not on auto renew.
To set them up on a renewing membership you would have to purchase a new membership for that client and make sure it is setup on auto renew.
